VAT on a Cyprus new build: verify the transaction, then calculate

VAT is not safely answered by the property's marketing label alone. The seller should establish whether the particular sale is taxable and at which rate, and a buyer seeking the reduced primary-residence rate uses the Tax Department's application and certificate process. The calculator starts after those decisions: it prices a taxable split supplied by the user and does not manufacture eligibility.

First question

Confirm whether VAT applies to this sale.

The Department of Lands and Surveys advises a buyer to ask the seller whether VAT is payable and at which rate; the seller should establish the treatment in advance after consulting the Tax Department.

Ask for the answer in writing and make the price convention explicit. A brochure may quote a net figure, a VAT-inclusive figure or a starting price with extras outside it. The useful contract schedule identifies the taxable consideration, the applicable treatment and which party will provide the supporting tax documents.

This guide deliberately does not declare that every home described as new is automatically within one VAT treatment. The statutory scope and transitional facts belong to the transaction. If the seller cannot explain the treatment, pause the budget rather than selecting the cheaper calculator branch.

The rates

The reduced rate is an application, not a toggle.

The standard VAT rate in Cyprus is 19%, and the Tax Department's reduced primary-residence rate is 5%. A rate is applied to a taxable amount, not chosen because it produces the preferred total.

The current eligibility matrix can depend on facts beyond the number on the price list. This page therefore omits any unverified area or value threshold. Use the current Tax Department materials and the facts of the intended main residence, then carry the confirmed taxable allocation into the calculator.

Treat approval timing as part of the purchase plan. The contract, invoices and payment schedule should not assume a reduced amount that has not been established. If the treatment changes, recalculate the cash required before the next payment rather than treating the difference as a completion surprise.

The arithmetic

Separate net price, reduced-rate amount and standard-rate amount.

The calculator accepts the contract price before VAT and the part of that taxable price which your written breakdown places at the reduced rate. The remainder is calculated at the standard rate. It then shows both VAT components, total VAT and the combined price. This is transparent arithmetic over supplied inputs, not a tax opinion.

If the whole taxable price is at the standard rate, leave the reduced-rate field empty. If a confirmed breakdown uses both rates, enter only the reduced-rate taxable amount, not the VAT due on that amount. Entering tax instead of taxable consideration understates the result and makes the two invoice components impossible to reconcile.

Keep the seller's calculation beside the result. Differences can expose a net-versus-gross misunderstanding, an omitted extra or a different taxable allocation. The right response is to reconcile the inputs, not to choose whichever output fits the available deposit.

That interaction is why a total-cost worksheet should not add a full VAT estimate and a full transfer-fee estimate by default. Confirm whether the evidence covers the same property and transaction, then use the matching transfer-fee treatment. A tax line and a land-registration line may be connected even though different authorities administer them.

Cyprus repealed the Stamp Duty Laws with effect from 1 January 2026. A property purchase document signed under the current regime must not be budgeted as carrying stamp duty.

Before paying

Make the tax position inspectable.

Ask for a price schedule that distinguishes the property, separately priced extras, VAT and the payment dates. Match it to the reservation terms and sale contract. If parking, storage, furniture or upgrades appear later, ask whether and how they enter the taxable consideration before relying on the first estimate.

Retain the Tax Department application or certificate, the seller's written treatment, invoices and proof of payment. A future reviewer should be able to see which amount received which rate without reverse-engineering bank transfers. Where the intended use or buyer circumstances may change, obtain transaction-specific advice before assuming the original treatment continues.

The safe sequence is evidence, allocation, calculation, then payment. Reversing that order turns a useful estimator into a justification for a number selected in advance.
