Cyprus permanent residency through property: Regulation 6(2)

A qualifying property price is only one part of the investor immigration policy. For the house or apartment route, the property, seller, source of funds, secure income, personal checks, insurance, work position, documents and continuing obligations must line up. This page keeps those conditions together so a listing price can never be mistaken for a residence verdict.

Read the property route as one cumulative checklist.

The expedited investor immigration policy under Regulation 6(2) is for applicants who are third-country nationals and who meet an investment route together with the policy's quality criteria.

For the house or apartment path covered here, the following conditions belong in the same eligibility discussion. Passing one does not cure a missing document or a different investment fact.

  • For the house or apartment route under Regulation 6(2), the published minimum investment is €300,000 before any applicable VAT. For the house or apartment route, the qualifying purchase must be a first sale by a land-development company and the stated investment amount is exclusive of VAT.
  • The property route requires a title deed or sale contract in the applicant's and/or spouse's name, the sale contract to be filed with the Department of Lands and Surveys, and official evidence of the qualifying payment excluding VAT.
  • The investment money must be evidenced as coming from abroad rather than domestic borrowing and must be linked to the investment; the policy directs payment to the seller's account at a Cyprus financial institution.
  • The published secure annual-income minimum is €50,000 for the applicant, increased by €15,000 for a spouse and €10,000 for each dependent minor child. For the house or apartment route, the secure annual income must come from abroad and be evidenced through the official means described by the Migration Department; a spouse's income may be included in the total.
  • The applicant and spouse must provide clean criminal-record certificates from their country of origin and, if different, country of residence, and must not pose a threat to public order or security in Cyprus.
  • The applicant and dependent family members must provide health-insurance cover for inpatient and outpatient medical care.
  • The applicant and spouse must confirm that they do not intend to take employment in Cyprus, subject to the policy's stated exception for employment as directors in a company chosen as the qualifying investment.

The property

Price, first sale and seller must be checked together.

The checklist above carries these conditions in full: the published minimum investment, the requirement that the purchase be a first sale by a land-development company, and how the contract and the payment have to be evidenced. They are one test read together, and a strong answer to one does not make up for a missing answer to another.

That is why a portal cannot infer eligibility from an asking price. It does not know from price alone whether the sale is the required first sale, whether the seller fits the published route, whether the contract will be deposited correctly, whether the payment evidence is acceptable, or whether the applicant meets the personal criteria.

The money

Investment funds and annual income are separate tests.

The external-funds rule and the secure annual-income minimum are both in the checklist above, with the figures and the wording published by the Migration Department.

The investment transfer and the income evidence answer different questions. A buyer can fund the property yet fail to evidence the required secure income, or have sufficient income while using a payment path that does not match the policy. Build a document trail for both.

Keeping the permit

Approval creates continuing obligations.

After approval, the investor must provide annual evidence that the qualifying investment is maintained and must maintain health-insurance evidence if the family is not covered by Cyprus's general health system. The current clarification requires clean criminal-record certificates from the applicant and adult family members every 3 years. A holder outside Cyprus must take up residence within 1 year of approval, and the permit ceases after an absence of 2 years.

A property disposal or replacement, a long absence, a change in health cover or an adult family member's records can affect more than the asset. Obtain immigration advice before changing a fact on which the permit depends.

Frequently asked questions

Can a Cyprus property price alone establish the residence case?
No, and most of what decides it is not visible in a listing at all: whether the sale is the required first sale from a land-development company, how the contract and the payment are evidenced, where the money came from, what secure income the applicant can prove, and the criminal-record, health-insurance and employment conditions. The checklist on this page sets each of those out. Approval is a Migration Department decision about an applicant and an investment together, never a property attribute.
What income condition applies to the property route?
A secure annual income, tested separately from the money used to buy the property, and for this route it has to arise abroad rather than from work in Cyprus. Two things catch buyers out: the minimum rises for a spouse and for each dependent minor child, and funding the purchase is not evidence of the income. The published figures and wording are in the conditions checklist above.
Are the property and financial tests the only conditions?
No. The applicant and spouse also have to satisfy personal criteria that have nothing to do with the property: criminal-record certificates from the country of origin and, where different, of residence; health-insurance cover for the family; and a declaration about not taking employment in Cyprus, which carries one stated exception. The checklist above gives each in the policy's own words.
Are there obligations after the permit is approved?
Yes, and they are the reason a permit can be lost long after it is granted. The holder has to keep the qualifying investment in place and evidence it every year, renew criminal-record certificates at the published interval, take up residence within the published deadline, and not be absent for longer than the policy allows.
